VP Menon: An unsung hero of modern India | Opinion | Hindustan Times

At independence, India faced the complex problem of integrating over 560 princely states — semi-autonomous regions that had been protected and pampered by the British. Many rulers aspired for independence or sought to join Pakistan, threatening India’s unity and stability.

Sardar Patel’s Leadership

Mahatma Gandhi entrusted the task to Sardar Vallabhbhai Patel, known as the Iron Man of India. As Minister for States, Patel combined political pragmatism, diplomacy, and firmness to unify India.
He persuaded rulers through a mix of patriotism, assurance, and pressure, offering them privy purses (financial compensation) and respect for their titles in exchange for accession.

V.P. Menon’s Administrative Skill

Patel’s secretary, V.P. Menon, played a crucial role in executing the plan.
He drafted the Instrument of Accession, transferring defence, foreign affairs, and communication to the Indian government. Menon personally negotiated with several rulers, displaying tact and persistence. His book “The Story of the Integration of the Indian States” remains a vital historical record.

Mountbatten’s Persuasive Diplomacy

Lord Mountbatten, the last Viceroy, acted as a mediator between the Indian leaders and the princes. His address to the Chamber of Princes on 25 July 1947 urged rulers to look ahead and join the Indian Union. His credibility with the princes made him instrumental in easing the process.

Outcomes and Legacy

  • Major states like Bikaner, Baroda, and Rajasthan joined early.
  • Patel also used force when persuasion failed (e.g., in Orissa and Hyderabad later).
  • By 15 August 1947, India had integrated over 550 princely states, preventing Balkanisation.

This monumental effort by Patel, Menon, and Mountbatten laid the foundation of a unified, sovereign India and remains one of the most significant achievements of post-independence nation-building.
